Help my dog wont stop barking and I have tried everything. Including the shock collars. ?

I have tried the shock collars, water etc. She only barks when other dogs walk past. She gets a lot of attention, bones, toys etc. We also have anoher dog to keep her company during the day when at work and he does not bark at all. HELP I have no idea what to do from here.
