Im pretty sure I have a tap on my phone from the iowa state patrol.?

they want to catch me driving without a license. problem is, i don't think they have a warrant to do so. I herd them putting it on (i was talking to my B/F on the phone and there was alot of static and clicking) then the next morning when i dialed my B/F, it took me to the iowa state patrol office. They must have got their wires crossed! what steps will i take to sue for illegal search?
