Republican Michelle Bachmann thinks that earmarks are ok as long as the money is spent in the state,is that ok?

Since earmarks are almost 100% of the time spent in a state, what is she talking about? Is this sort of like her statement she is like John Wayne from Waterloo Iowa or that George Washington did everything he could to stop slavery? Where does she think earmarks get spent?
