Credit card problem. need help.?

Hi there. Actually it's not my credit card It's my friends. She is actually in overseas and owe about 200K - Pesos on her credit card. Then she left the country to work. Now she missed payments. She really did not come up with the money for about 6 months now. She informed me that she received a letter from a solicitor informing her to pay 70K instead. And they will forget the rest. I do not understand if this is true.? From owing 200K and not paying ending up paying only 70K ? Is this even legit?
