Is it difficult for a American to finance a house purchase in the Philippines?

I am considering a house purchase here as I have decided to spend the rest of my life here. I need average percentage rates, usual down payment amount and max. number of years allowed to finance such a purchase. Not looking for anything expensive, 2 too 3 Mil. Peso range.
