How do you slow cook ribs in the oven?

My husband made ribs a few months back, in the oven, and cooked them for 3 hours. They weren't as fall-off-the-bone tender as we had hoped. Can you slow cook them in a regular oven, for like 8-10 hours? If so, what temperature and for how long? Any other advice?
