Horses Kept On A Leash? *PIC*?

Not sure if there are any state laws against it there, you could google the laws in your area. But unfortunately, no horse should be leashed or tied to a stake. A horse needs several acres to roam and water plus shelter. These horses aren't getting the proper care, but if there aren't any laws, there may not be much you can do. You could try contacting a local horse rescue? or a shelter that could help?
