Working in the phillipines?

i have been told that the phillipine people must pay a fee for work papers for them to get a job in the phillipines. 50.00 usd. (aropund 2000 peso) isw this correct and what happens if they get fired or want a different job ? do they have to pay the fee every job they take ????. i have a friend there that tells me this. what is the truth ???
